JNNSM (Jawaharlal Nehru National Solar Mission - Batch I )

Guidelines for selection of Solar Power Projects (under the Jawaharlal Nehru National Solar Mission) have been released on 25-26th July,2010.  The Mission envisages achieving 20,000 MW by the year 2022, in three phases.  NVVN has been designated as Nodal Agency for entering into PPA with the Solar Power Ventures/Projects.

The allotment for FY 2010-11 is 150MW and each project is limited to a maximum of 5MW.  The Project Developer is required to send the proposal within 30 days of invitation by NVVN.  The short listed projects are proposed to be issued LOI by NVVN.

Criteria:
One application per company with capacity of maximum 5MW size is allowed for Solar PV.  Networth of such project developer is required to be Rs. 3 Crores per MW of project capacity.

Mandatory to use Crystalline Silicon Technology, indigenously manufactured modules.

Developer to give Bank Guarantee of Rs. 50 Lakhs per MW. (EMD with application Rs. 20 Lakhs and Rs. 30 Lakhs as Performance Guarantee at the time of signing PPA).

Selection Process:
The Bid parameter for selection of project during the first year (2010-2011) is to be done on the basis of ‘Discount offered by the bidder in Rs/kWh on CERC approved tariff.

Financial Closure is to be done within 180 days from the signing of PPA (Power Purchasing Agreement).

Time line for Commissioning of the Project is within 12 months of signing of PPA.
